Education Subsidy: Equity Measures in Educational Centers (2026-2027 Academic Year)

The purpose of the call is to grant subsidies under a NON-competitive competition regime, within the limits established in the municipal budgets, and in accordance with the specific regulatory bases for subsidies for educational centers for the years 2024-2027.

This call can be accepted two types of actions:

• Acquisition of Chromebooks and digital licenses, textbooks and school materials to establish a fund, promote the reuse of books and meet the needs of families with financial difficulties.
• Complementary activities: educational outings, camps, stays and other activities included in the course program to meet the needs of families with economic difficulties.

In the Official Gazette of the Province of Barcelona on May 10, the specific regulatory bases for subsidies for educational centers for the years 2024-2027 were published.

This call will be governed by the provisions set out in the specific regulatory bases mentioned above and by the General Ordinance regulating the granting of City Council subsidies approved on June 5, 2013.

In matters not provided for in these provisions, Law 38/2003, of 17 November, General Subsidies and its implementing regulations will apply, as well as the rest of the legal provisions applicable in matters of local government with regard to the procedure for granting public subsidies.

They can apply for a subsidy educational centers supported by public funds, in accordance with the regulations that apply to them, that meet the following conditions:

• Have justified the aid received in previous years.
• Not receive subsidies, for the same concept, from other departments or units of the City Council.
• Be up to date with your tax obligations and with the Ajuntament del Prat de Llobregat and other public administrations.
• Not be affected by any of the prohibitions contained in article 13 of Law 38/2003, of November 17, general on subsidies in relation to article 26 of Royal Decree 887/2006, of July 21, which approves the Regulations of the Subsidies Law.
• Submit the grant application in the form and within the deadline set in the respective calls.
• It will not be necessary to appear in the register of entities given the nature of educational centers.
• In relation to the accreditation that the staff has not been convicted by final judgment for any crime against sexual freedom and indemnity, human trafficking or exploitation of minors, in the case of educational centers, this requirement is accredited with a certificate from the Department of Education confirming that all teaching staff meet the required condition.
• In relation to the civil liability policy or responsible declaration, this declaration can be issued by the competent authority (services of the Department of Education) in the case of public centers.
• The budgets of the projects presented must be sustainable and not generate a deficit.
• In the event of not authorizing the City Council to obtain the required data, the certificates corresponding to the Tax and Social Security payments will need to be provided.

The grant application consists of the following documentation: in all cases:

• Standardized project summary model of the area for which the subsidy is requested.
• Standardized budget model with the details of the different concepts for which a subsidy is requested.
• Accrediting certificate with electronic signature of the meeting of the School Council of the Center or the Permanent Committee in which the grant application was approved.

Additionally The following documentation must be attached:

• If the budget of the project presented exceeds €10,000, detailed project prepared by the educational center.
• If there are changes to the bank details: bank direct debit form for the payment of the subsidy, with bank certificate.
• In relation to the accreditation that the staff has not been convicted by final judgment for any crime against sexual freedom and indemnity, human trafficking or exploitation of minors, in the case of educational centers, this requirement is accredited with a certificate from the Department of Education confirming that all teaching staff meet the required condition.
