What is this procedure?

The residential exclusion risk study (RER) is the procedure that allows request the City Council to evaluate the situation of a person or living unit to determine if they are at risk of residential exclusion, in accordance with the requirements established in articles 5.10 and/or 5.13 of Law 24/2015, of July 29, on urgent measures to address the emergency in the field of housing and energy poverty.
If the report is favorable, the corresponding supply company is notified and the interruption of basic energy services is avoided.
The City Council has a Maximum period of 60 working days to issue the report. In case of disagreement with the result, the interested person may file a claim within 30 days from notification of the resolution. Notifications can be received electronically, via idCAT Mòbil, or through the communication channels indicated in the application.

Who can apply for it?

This procedure can be requested by anyone who needs it, as long as they meet, where applicable, the requirements indicated in this form.

What documentation must be submitted?

  • Original valid DNI/NIE of the beneficiary person and the members who are part of the living unit.
  • In case of people with a disability and/or dependency and also in the event of receiving any social benefit exempt from taxation, accreditation from the Department of Labor, Social Affairs and Families.
  • In case of energy dependency situation, accreditation through medical report.
  • If you are in a situation of non-payment of the supply(s), attach thewater, gas or electricity cut-off notice or supporting document

Proof of income for the applicant and each of the members of the cohabitation unit. who are of working age

  • Personal income tax return for the current fiscal year or, in the event that you are not obliged to do so, a certificate of imputations.
  • In case of unemployment situation, certificate/s issued by the paying body stating the amount received for the previous three months upon submission of the application.
  • In case of pensioners, certificate(s) issued by the paying body of the amount to be received during the current year.
