Representa is the electronic registry that allows you to register online that a person or company authorizes another person to carry out procedures on their behalf before public administrations.

What is this procedure?

Representa is the electronic register of representations of the Catalan public administrations. It allows a natural or legal person to authorize another person to act on their behalf before the public administrations.

Registration at Representation facilitates the carrying out of procedures on behalf of another person, since it is not necessary to provide documentation proving the representation each time a transaction is made. Administrations can directly consult the representations registered in the register.

Important: Representa only serves to accredit representations before public administrations.

When is it advisable to use Representa?

It is recommended to register the representation in Representa when a person has to carry out various procedures or actions on behalf of another person on a regular basis.

If the representation is only for a specific or one-time procedure, it is usually not necessary to register it with Representa. In this case, it is sufficient to submit the documentation proving the representation with the procedure.

Who can apply?
  • The authorized or represented person: the person who authorizes another person to act on their behalf.
  • The person representing or authorized: the person who will act on behalf of the represented person.
  • Natural and legal persons.
How can a representation be registered?
1. By means of representation "apud acta"

The represented person registers the representation directly with Representa without providing any documents.

The representation will be registered when the person representing accepts it electronically.

2. Through a notarial power of attorney or equivalent document

The person representing may request the registration of a power of attorney previously granted by means of a notarial deed or a document verified by a public notary.

In this case:

  • The supporting document must be attached.
  • The Administration will review and validate the documentation provided.
  • If the document does not include a secure verification code (CSV):
    • When presenting in person, the first copy issued by the notary must be provided.
    • In electronic submission, an authentic copy must be provided.
Type of representation

Representation can be granted with different levels of scope:

  • General: It allows you to act before any public administration and for any administrative action.
  • For a specific administration: It allows you to act before a specific administration, such as a town hall or the Generalitat.
  • For specific procedures: It only allows you to act on the procedures indicated in the authorization.
Faculties that can be awarded

The represented person may authorize the representing person to:

  • Process files and submit documentation.
  • Consult information about the files.
  • Receive notifications.
  • Exercise all the above powers (total authorization).
What steps can be taken?

The following actions can be carried out through Representa:

1. Consultation

The represented person and the representing person can consult the current and registered representations.

2. Modification

Only the contact details associated with the representation can be modified.

If any other information needs to be modified, the existing representation must be deregistered and a new one created.

3. Revocation or withdrawal

The represented person may revoke or cancel a representation at any time.

4. Waiver

The person representing may resign from the representation whenever they deem it appropriate.

Who can apply for it?

As a proxy, any interested person and as a representative, any person who wishes to register a representation.


What documentation must be submitted?

The identification document of the person giving the power of attorney: NIF, Community Identity Card and NE certificate, NIE Card or valid passport.

For registrations initiated by the representative, the document verified by a notary public in which the powers were previously granted must be attached. Only notarial documents or private documents verified by any other notary public are accepted. If the CSV (secure verification code) is not included in the notarial document, it must be taken into account that:
- If presented at a registry office, it must be a first copy issued by the notary.
- If submitted electronically, it must be an authentic copy, provided by a registration assistance office.

How much does it cost?

This procedure is free.

Observations

When the represented person is the one who makes the registration, it will not be effective and will not allow procedures to be carried out until the representing person accepts it.

If the person making the registration request is the representative, this registration is pending validation of the documentation submitted. It will be registered in the registry within a maximum period of 10 days.
