What is this procedure?

The housing suitability report is a mandatory document to prove that a home meets the necessary conditions to process a residence permit for family reunification. This report is issued by the Generalitat de Catalunya based on the proposal prepared by the corresponding city council.

This procedure is aimed at foreign people who have their habitual residence in a municipality in Catalonia and wish to reunite with direct non-EU relatives. It can also be requested by parents or legal representatives of minors or people with disabilities born outside Spain who already live in Catalonia with the applicant.

The maximum period for issuing and notifying the report is 30 working days, counted from the date the application is entered in the register of the General Directorate of Migration and Refuge, once the city council has prepared the corresponding municipal proposal.

People who provided a mobile phone number on their application will receive an SMS message when the report is available. They may also receive an email notification if they have provided one.

If the interested person does not collect the notification within the established period, it will be sent by certified mail to the postal address indicated in the application. People who have not provided a mobile phone number or email address will receive the notification directly by postal mail.

If the report is unfavorable, no appeal can be filed against it. However, the interested person may challenge the administrative resolution that resolves the family reunification procedure before the competent Immigration Office.

Who can apply for it?

  • Non-EU foreign person, of legal age and with a renewed residence permit or in the process of renewal, who wishes to reunite direct family members. 
  • Father, mother or legal guardian with a residence permit (even if it has not been renewed), who wishes to request a residence permit for their children or wards, whether they are minors or adults with disabilities.
  • Non-EU person who has modified or wants to modify their student card, and also wants to modify the residence permit of the family members who live with them. 
  • Legal guardian with registration certificate of European Union (EU) citizen 
  • Holder of a family member card of a citizen of the European Union (EU) 

What documentation must be submitted?

  • Application signed by the applicant with a declaration about the conditions of the home and the people living there.
  • Complete and valid copy of the applicant's passport.
  • Documentation proving the use of the home. This can be any of the following:

- Property title.

- Rental contract.

- Transfer of use document.

- Other valid titles

- Other substitute documentation, in the case of:

     + Women victims of gender violence.

     + People accommodated in residential resources for vulnerable people.

  • Cohabitation flyer, proving how many people live in the home.
  • Habitability certificate. This official document certifies that the home meets the minimum conditions to be habitable. If this cannot be provided, the presentation of:

1. Simple note from the Property Registry.

2. Latest water and electricity supply receipt.

How much does it cost?

This procedure is free.


Observations

With the change in regulations from May 20, 2025:

  • Applications submitted before May 20, 2025 will be governed by Royal Decree 557/2011 and Instruction SIMC/TSF/2017.
  • Applications submitted from May 20, 2025, the date of entry into force of Royal Decree 1155/2024, will be governed by these new regulations and by the Document of general criteria for the examination of immigration reports under the jurisdiction of the Generalitat of Catalonia.
