What is this procedure?

This procedure allows you to request, renew or manage a parking card for people with disabilities who have recognized reduced mobility. This card is a personal and accrediting document that facilitates the parking and stopping of vehicles transporting the holder, with the aim of guaranteeing their accessibility and autonomy in daily travel.

The card can be issued in two ways:

      - Driver holder: for people with disabilities and reduced mobility who drive their own vehicle.

      - Non-driver holder: for people with disabilities and reduced mobility who do not drive and need to be transported by another person.

      The card can be used in any vehicle that the holder drives and is valid in all municipalities in Catalonia, the rest of Spain and in member countries of the European Union. It also allows you to enjoy the rights and advantages established by current municipal regulations regarding parking.

      The holder is obliged to place the original card in a visible place in the vehicle and to use it correctly, as it is a personal and non-transferable document. It is not permitted to transfer it to third parties or use it when the holder is not travelling in the vehicle.

      Fraudulent use, manipulation, reproduction or falsification of the card may lead to financial sanctions, temporary withdrawal of the document and, where applicable, legal liability for falsification of a public document.

      The validity of the card is established in accordance with the applicable regulations and the particular circumstances of the holder. Renewals must be processed following the same procedure as for the initial obtaining. Submitting the renewal application within the established period allows the validity of the previous card to be maintained until the resolution of the procedure.

      Who can apply for it?

      Driver card:

      People over 18 years of age, registered in this municipality, with a recognized disability equal to or greater than 33% who exceed the mobility scale and have a driving license.

      Card for non-drivers:

      This modality is aimed at:

      a) People over 3 years of age who exceed the mobility scale.

      b) Children under 3 years of age with multiple disabilities who depend on essential technical devices to carry out vital functions on a continuous basis, and which are stated in the report issued by the Disability Care Center (CAD).

      c) People over 3 years of age who have bilateral visual acuity equal to or less than 0.1 with correction, or a concentric reduction of the visual field equal to or less than 10 degrees, with a specific certificate for the purposes, from the Disability Care Center, can also apply for a parking card.

      d) Provisional parking card for people with reduced mobility, even if it has not been officially determined, due to an extremely serious illness or pathology that reliably implies a substantial reduction in life expectancy that is considered normal for their age and other personal conditions, and that reasonably does not allow the ordinary parking card application to be processed in time. Reduced mobility is comparable to the mobility scale of the disability assessment, in accordance with applicable regulations.

      What documentation must be submitted?

      Driver card:

      • Two passport-type photographs of the cardholder, which must be submitted at the time of physical collection of the card.
      • Disability certificate from the Catalan Institute of Assistance and Social Services (ICASS) proving that you exceed the mobility scale or the disability accrediting card.
      • Driving license.
      Card for non-drivers:

      • Two passport-type photographs of the cardholder, which must be submitted at the time of physical collection of the card.
      • Documentation proving legal representation, in the event that the person is a minor or disabled and the representative is not the father or mother or the disability card.
      • Disability certificate from the Catalan Institute of Assistance and Social Services (ICASS) that certifies that you exceed the mobility scale or that you meet the other criteria that entitle you to the card.
      • In the case of the provisional card, the interested person must request it according to the standard application form model from the competent body that grants ordinary parking cards for people with disabilities (local authorities), accompanying it with the necessary medical report, issued by the Public Health Service for the accreditation of the requirements for the provisional parking card.
