Request for authorization to place bags and/or containers of debris on the public road.
All bags and/or containers that derive from a major works license, a minor works license, a works notice or a prior communication must be authorized by the Public Roads Department, regardless of whether they are exempt from paying public road occupancy taxes.
Conditions for installing rubbish bags
Identification of the bags: All bags installed on public roads must display on the outside, in a perfectly visible manner, the name or company name and telephone number of the person who owns the bag.
Location of the bags: The rubble bags will be placed on the road, in the area designated for vehicle parking. Exceptionally and subject to supervision by the City Council, they may be placed on the sidewalk, with a width greater than 4 m.
Conditions for placing the bags:
- The bags located on the sidewalk will be placed separate from the facade, preserving a space of 2 m free of obstacles for the passage and safety of pedestrians and must be at least 0.50 m from the boundary between the sidewalk and the roadway.
- Bags may not hinder access to private buildings, commercial establishments, in spaces authorized for terraces, pedestrian mobility and emergency exits.
- They may also not be installed in loading and unloading areas, fords, bus stops, pedestrian crossings or similar.
- On streets without sidewalks, residential streets and similar, municipal technicians will indicate the location of the bags.
- The location of the bags must at all times respect the mobility of people, garden areas, sculptures, accessibility to children's play areas, benches, bins, fountains, rubbish containers, and any other urban furniture installed on the public road.
Placing and removing rubble bags: The work of placing and removing the rubble bags must be carried out with the utmost diligence, so that vehicle traffic is interrupted as little as possible and does not cause inconvenience to citizens.
Its handling must be carried out in such a way that its contents do not fall onto the public road, or cannot be lifted or scattered by the wind, which is why the bags must remain covered when not in use.
Once the bag of rubble is full, it must be removed within a maximum period of 2 working days. At any time, for reasons of public interest, the municipal authorities may require its removal before the 2-day period.
Material deposited in the bags: It is not allowed for the deposited materials to protrude beyond the upper ends of the bag, nor is it allowed to use additional supplements to increase its capacity.
Validity of the authorization: The occupancy permit is valid until 12 noon on the day following the requested deadline. After this time, it must be withdrawn or a new permit must be requested from the City Council and the corresponding fees paid.
If, after the authorization period has expired, a new permit has not been requested and the bag has not been removed, the City Council may remove them, upon request and with the expenses borne by the person responsible for the bags. All this without prejudice to the initiation of the corresponding sanctioning procedure.
Cleaning the occupied space: Once the bags have been removed, the occupied space and its immediate surroundings must be left clean and free of all types of debris or waste. The person holding the authorization is responsible for any damage that may be caused to the pavement or other elements of the public road and is obliged to notify the City Council of any incident related to the occupation.
Conditions for installing Rubble Containers
During the occupation, the interested person must have this authorization, at the request of the local Police or municipal inspection services.
Prior signaling: The authorized person must previously mark the area with provisional no-parking signs, which will be installed in the area at least 72 hours before the installation of the container.
