What is this procedure?

For information purposes, among others, the following works are subject to a minor works license:

- Those that, due to their technical simplicity and limited constructive and economic entity, do not require a technical project but involve the occupation of the public road or the need for prior sectoral authorizations (e.g. aeronautical easements).

- Renovation works that involve minor alterations to the built surface or affect structural elements.

- Installation of elevators.

- Small earthworks.

Who can apply for it?

The owner of the works or whoever acts on their behalf, duly accredited.

What documentation must be submitted?

Generic documentation:

Proof of the submission of the pre-application for aeronautical easements submitted by the promoter to the State Aviation Safety Agency (AESA) through its website at the following address: aviation security.
Check this out. link for more information on AESA authorizations. Standardized model of Minor Works License. Site plan where the property affected by the works is precisely identified. Technical report where the works to be carried out are described and justified. Detailed budget for the works. Plans, delimited and at an appropriate scale, where the works are graphically represented according to their characteristics. Assumption sheet of the optional management of the works, issued by an architect or surveyor and endorsed by the corresponding official association. This sheet must include the repair work of the facade and the placement of scaffolding. Basic health and safety study, if applicable. NIF or CIF of the applicant. Legal entity: Deed of incorporation and NIF of the company, as well as the powers of the representatives and NIF of the same. If it affects common structural elements of the building, authorization from the Community of Owners for the works to be executed or accreditation of compliance with art. 128 of the Metropolitan Building Ordinances. Sworn declaration of the contractor.

For the restoration, cleaning and repair of facades, balconies, etc., with the installation of scaffolding THAT OCCUPIED THE PUBLIC ROAD:

Chromatic study according to the Ordinance regulating the use of colors, materials and other elements in buildings. Color photographs of the facade. Dimensioned plans/sketches of the floor plan and section of the property, showing the position of the scaffolding and its adaptation to the conditions of the building and its urbanization, such as pedestrian crossings, access to the property and premises, width of the sidewalk, existence of trees, benches, vehicle parking, guards, etc. (submit in duplicate).

For the execution of works that affect the structure (opening and reinforcements):

The communication to all occupants of the building of the works to be carried out in accordance with the conditions set out in art. 128 of the Metropolitan Building Ordinances (hereinafter OME). Form of assumption of the optional management of the works issued by an architect or surveyor (depending on the type of work) engineer or technical engineer (local or industrial) and endorsed by the corresponding official association, to comply with art. 129 of the OM. Sworn declaration of the contractor.

To carry out work with a lifting machine, which involves the use of public roads, the following documentation must be presented:

Technical sheet of the lifting machine, including the registration number. Insurance policy or insurance certificate that includes the lifting machine that you want to use. Plan or sketch of the machine's occupation of the public road, which clearly shows the radius of occupation of sidewalks and roadway.






















How much does it cost?

This procedure is not free.

In the following works:
- Restoration, cleaning and repair of facades, balconies, etc.,
These works are exempt from payment of taxes and fees.

In the rest of the works:
Tax Ordinance No. 5: Tax on Constructions, Installations and Works.
Fiscal Ordinance no. 13 art. 7: Fee for licenses or verification of activities reported in urban planning matters.

In all works:
In the event that the works involve the assembly of scaffolding on a public road, a deposit must be deposited.

Observations

Deadline for execution of the works:

Once the permit is granted, one year is available for its execution.
