1. PREREQUISITES- Activities that, according to their needs, require the entry of vehicles inside the establishment must process the corresponding ford license application.
- If it is an activity that you want to locate in existing buildings built without a specific use, you must provide an urban compatibility report.
- If the activity requires the installation of any INFORMATION SIGN, the corresponding municipal permit must be requested from the Department of Works and the sign must follow the parameters set in the Static Advertising Ordinance approved on February 6, 2002.
- In accordance with article 32.6 of Law 18/2020, the communication of the start of activity can only be submitted once the previous interventions established by the sectoral regulations have been successfully completed. This implies that, if renovation works are required to implement the activity, the corresponding urban development title (license or communication of works) must have been previously obtained and executed. The communication of activity must be formalized once the premises are fully suitable and have all the required prior permits.
Prohibition of flag signs: except for hotels, parking lots, pharmacies or credit institution ATMs. If the establishment already has a flag sign, it must be removed.
2. INFORMATION NOTE RELATING TO ESTABLISHMENTS INTENDED FOR TEMPORARY ACCOMMODATIONBy means of the Modification of the General Metropolitan Plan definitively approved on July 16, 2019 (DOGC 22.07.2019), the conditions for the implementation of tourist housing and establishments intended for temporary accommodation in the form of hostels or boarding houses, tourist apartments, youth hostels and student residences have been regulated, in the municipal area of El Prat de Llobregat. Currently, and until the planning is adapted to the conditions indicated in Decree-Law 3/2023, of November 7, on urgent measures on the urban planning regime of tourist housing, new tourist housing cannot be authorized.
For tourist accommodations and other short-term accommodations established in CCAE I 552, the habitability certificate is equivalent to the supporting technical certificate in the terms established in article 32.1 of Law 18/2020 on the facilitation of economic activity.

3. INFORMATION NOTE REGARDING ACCESSIBILITYApplications submitted from 01/09/2024 must comply with Decree 209/2023, which approves the Accessibility Code of Catalonia.

4. NOTE REGARDING THE SIGNATURE OF PROJECTS AND TECHNICAL CERTIFICATESThey must be signed by a competent technician, and the technician's liability policy must be provided in the case of certificates or projects not approved by a professional association.
5. INFORMATION NOTE REGARDING PREMISES WITH A LICENSED VEHICLEIn relation to activities that wish to have a security guard on public roads, and by virtue of paragraph 5 of section A of annex 3d of Decree 209/2023, to determine the conditions required of the establishment, the sum of places corresponding to the indoor occupancy and the terraces or covered terraces that can be counted must be considered.
In the case of terraces or covered terraces on the public road, in accordance with the periodicity of the concessions granted by Ajuntament del Prat, it is recommended, in the event that it is intended to have a terrace with more than 16 seats, to request a terrace feasibility report by accessing the procedure that you will find below "Authorization for temporary occupation of the public road with the installation of a terrace", so that the project technician has this information in advance to provide the establishment with the required elements in terms of accessibility.
6. OTHERS
Once the documentation submission process has been completed, the interested person will be able to begin carrying out the activity, always under their own responsibility.
The City Council reserves the powers of inspection and control over the activities subject to this regime.
