Declaration and communication of cadastral alteration of real estate
Communicate to the Cadastre, through the City Council, any legal, physical and economic alterations that affect real estate
What is this procedure?
Thanks to the collaboration agreement between the Ajuntament del Prat de Llobregat and the Directorate General of the Cadastre, you can carry out your cadastral procedures directly with the Councilmind, without the need to travel to the offices of the Cadastre Management, if you do not have the possibility of doing it electronically through the Cadastre Electronic Office.
How does this agreement benefit you as a citizen?
- Municipal single window: The City Council acts as a direct service point, where your declarations (form 900D) are received, you are assisted in completing forms and your requests are registered in the Cadastre system.
- Procedure for changes of ownership (legal alterations): If you have bought, sold or inherited a property (and it has not been managed directly at the Property Registry or Notary), you can process the change of ownership or request its removal from the Cadastre through the City Council.
- Procedures regarding works, renovations, subdivisions (physical and economic alterations): You can declare and register the modifications that affect the size, use or structure of your property (new constructions, renovations, demolitions, segregation/groupings/divisions of plots or premises, changes in use or cultivation, establishment of a horizontal division regime). The City Council reviews the technical documentation (plans, photographs, deeds, certificates, reports).
Who can apply for it?
The interested person, their representative or person duly authorized in writing.
What documentation must be submitted?
a) Changes in ownership, usufruct, concession or property quotas:
- Document that proves it: public deed, private contract, court ruling or simple registry note.
- If the document does not indicate the shares of the marriage or co-owners, you must add the documentation that specifies them.
- In concessions or usufructs over part of a property: georeferenced plan or sketch of the affected premises/building.
b) New construction, extension or renovation:
- New construction deed (if available) and final work certificate or document proving the completion date.
- Color photographs of the facades.
- Location plan on cadastral cartography and plans of each floor with the actual distribution and table of surfaces.
- Proof of the cost of materials, quality report or executed project.
- Definitive Qualification Certificate if it is official protection housing (HPO) or protected rehabilitation.
c) Demolition or demolition:
- Administrative license or authorization, project and technical certificate with the date of demolition.
- If the demolition is partial, plan on the cadastral cartography with the part that remains.
d) Segregation, division or grouping of plots or lands:
- Public document (deed, sentence, certificate) or private document accompanied by the administrative license.
- Graphic representation of the resulting plots on the Cadastre cartography.
e) Segregation, division or grouping of premises, apartments or offices:
- Document stating the new participation quotas and, if there is a horizontal division, modification of the constitutive title.
- Plans or sketches of the premises before and after the change.
f) Horizontal division:
- Constitutive title or certificate/simple note from the Property Registry.
- Plans of each floor with the actual distribution and common elements.
- If it includes storage rooms or garages assigned in undivided ownership, deed of assignment and floor plan.
g) Changes in cultivation or use:
- Document justifying the change (license, project or technical certificate).
- If it goes to irrigation: water concession, certificate from the Water Registry or the irrigator community, and technical report on access to water.
- If the change affects only part of the plot, a plan drawn to scale on the cadastral map.
h) Change of use or destination of the property:
- License, authorization or technical certificate that proves it.
- If it does not affect the entire building, plan or sketch of the affected part.

Legal entities are required to submit cadastral declarations electronically through the Cadastre Electronic Office.
