Work to promote rights, equal opportunities and personal development, weaving a community network that strengthens the city's social capital and based on an intersectional perspective and inclusive community care.

The general objectives of the department are: 

• Protect the most vulnerable people and groups in situations of exclusion and isolation.
• Prevent risky behaviors, promote emotional well-being, care, relationships and inclusion.
• Promote participation in different self-care spaces and/or care for emotional and relational well-being.
